How to Build a Pre-Plan
This guide walks you through creating a new pre-incident plan in StationOne.
Prerequisites
Section titled “Prerequisites”- Brigade admin or organisation admin role
- Site address and contact details
- Building information (dimensions, construction materials)
- Details of any hazardous materials stored on site
1. Navigate to Pre-Plans
Section titled “1. Navigate to Pre-Plans”- Log in to StationOne
- Select your unit from the navigation
- Click Pre-Plans in the sidebar menu
- Click the New Pre-Plan button
2. Enter Site Information
Section titled “2. Enter Site Information”Fill in the basic site details:
Company Name (required)
- The name of the business or facility
Site Address (required)
- The street address of the premises
- Used for map geocoding
Type of Premises
- A short description of the building’s use (e.g. “Food manufacturing facility”, “Aged care home”)
Phone
- The main phone number for the site
Map Reference
- Melway or other map grid reference
Response Area
- Your brigade’s response area code (e.g. “TYAB1”)
3. Add Emergency Contacts
Section titled “3. Add Emergency Contacts”Enter primary and secondary emergency contacts:
- Contact name
- Phone number
- Email address — Used for annual review requests and premises contact review
4. Enter Building Information
Section titled “4. Enter Building Information”Click Add Building to add one or more buildings:
- Building name — e.g. “Main warehouse”, “Office block”
- Dimensions — Length, width, and height in metres
- Construction materials — e.g. “Steel frame with concrete tilt slab walls”
- Assembly area — Location of the emergency assembly point
- Plant room info — Description of plant room contents and location
Repeat for each building on the site.
5. Record Occupancy and Operations
Section titled “5. Record Occupancy and Operations”Number of Occupants
- Typical number of people on site
Hours of Operation
- Business operating hours (e.g. “Mon–Fri 0600–1800, Sat 0800–1200”)
6. Add Service Isolation Points
Section titled “6. Add Service Isolation Points”Document where critical services can be shut off:
- Electricity shutoff — Location and description
- Gas shutoff — Location and description
- Water shutoff — Location and description
- Solar disconnect — Location of solar panel isolation switch
7. Record Access and Security Details
Section titled “7. Record Access and Security Details”Keys Held
- Toggle on if the brigade holds keys for the premises
Key Number
- Reference number for the key cabinet
Alarm Code
- The site alarm code (encrypted and only visible to authorised users)
Alarm Location
- Physical location of the alarm panel
8. Add Hazardous Materials
Section titled “8. Add Hazardous Materials”If the site stores dangerous goods:
- Click Add Hazard
- Search by UN number or name, or enter custom hazard details
- Enter the quantity and storage location
- Repeat for each hazardous material
9. Upload Attachments
Section titled “9. Upload Attachments”Add supporting files to the pre-plan:
- Site Photos — Upload images of the site exterior, interior, or key features
- Floor Plans — Upload PDF or image files of building layouts
- Fire Service Plans — Upload PDF or image files of response plans
Each attachment can include a description.
10. Set Up the Interactive Map
Section titled “10. Set Up the Interactive Map”See How to Use the Interactive Map for detailed instructions on annotating the site map.
11. Save the Pre-Plan
Section titled “11. Save the Pre-Plan”Click Create Pre-Plan to save. The pre-plan will be created with a status of Draft.
When you’re ready, change the status to Active to make it available to your brigade and on the Station Portal.

- Set up the Annual Review cycle
- Enable Premises Contact Review for external updates
- Share with other units in your organisation
Draft vs Active
Section titled “Draft vs Active”Use Draft status while building a pre-plan that isn’t yet complete. Only Active pre-plans appear on the Station Portal and in shared views.
Building Dimensions
Section titled “Building Dimensions”Record dimensions in metres. Include height to the ridge line for pitched roofs.
Hazardous Materials
Section titled “Hazardous Materials”Always record the UN number where possible — this links to the national dangerous goods database and provides additional safety information.
Alarm Codes
Section titled “Alarm Codes”Alarm codes are encrypted in the database and only visible to authorised users. They are never shown on the Station Portal.
